The Energieausweis is the energy certificate for a building in Germany. It indicates the building’s energy efficiency, helps compare properties when buying a home or renting, and is usually required when real estate is sold, rented out, leased, or undergoes major renovation. For the owner, this is not a mere formality: errors in the listing or the absence of the document can result in a fine.
What the energy certificate shows
It’s important for potential buyers and renters to understand in advance how energy-intensive the property will be and what heating and maintenance costs they might incur. For example, two apartments of the same size can differ significantly in terms of costs: one is located in a modern building with good insulation and a heat pump, while the other is in an older building with oil or gas heating.
The Energieausweis does not guarantee future heating bills, but it provides a standardized assessment of the building. Actual costs are still influenced by the weather, rates, heating settings, ventilation, the number of occupants, and their habits.
The document helps:
- compare the energy performance of different properties;
- the type of heating system and the primary energy source;
- to determine whether repairs or upgrades are needed;
- to evaluate the arguments of the seller, landlord, or buyer;
- Check what information must be included in the listing.
The rating is usually displayed on a colored energy efficiency scale from A+ to H: the green zone indicates low energy consumption, while red indicates high energy consumption.
When an Energieausweis is Required
According to the Gebäudeenergiegesetz (GEG), an energy certificate is required when selling, renting out for the first time, leasing, or transferring the right to use a building, apartment, or commercial space. The document must be shown to a potential buyer or tenant during a viewing, and the original or a copy must be provided after the contract is signed.
For new buildings, the energy certificate is issued after construction is completed. A new Bedarfsausweis may also be required following a major renovation.
For an owner who lives in the home themselves and does not intend to sell or rent out the property, there is generally no separate obligation to obtain a certificate “just for themselves.”
When a certificate is not required
Exceptions depend on the type of property and the specific situation. In practice, an Energieausweis is usually not required if:
- the property cannot be sold or rented to a new tenant under the procedure for residential rentals;
- the building is a historic landmark;
- the usable floor area of the building does not exceed 50 m²;
- This applies to certain temporary, agricultural, industrial, or lightly heated special-purpose buildings;
- An existing lease agreement is already in effect, and there is no new listing on the market.
If the property is non-standard, it’s best to check with the GEG and your state’s regulations or consult an energy consultant, architect, or real estate lawyer.
What to Include in a Listing for Sale or Rent
If a valid Energieausweis is already available at the time the listing is published, the commercial listing must include the key information from the document. For residential properties, the following are typically listed:
- type of certificate: Bedarfsausweis or Verbrauchsausweis;
- Endenergiebedarf or Endenergieverbrauch;
- the primary energy sources used for heating;
- the year the building was constructed;
- the energy efficiency class, if specified in the certificate.
If the certificate isn’t ready yet, it still needs to be provided during the inspection. Delaying its issuance is risky: the buyer or tenant must be given the opportunity to compare energy performance metrics before making a decision.
Types of Energy Performance Certificates
There are two main types of Energieausweis in Germany.

Bedarfsausweis
The Bedarfsausweis indicates a building’s theoretical energy demand. An expert assesses the building’s construction parameters, thermal insulation, windows, heating system, ventilation, floor area, year of construction, and other technical characteristics.
The advantage of this approach is that it is less dependent on residents’ habits. The disadvantage is that the result depends on the completeness of the data and the quality of the calculation. It is not an exact forecast of future bills, but rather a standardized assessment.
Energy Performance Certificate
The Verbrauchsausweis is based on actual consumption of heating, hot water, and utility costs, typically over a 36-month period. The data is adjusted to account for climatic factors so that buildings can be compared with one another.
This document is simpler and often cheaper, but it depends more heavily on the tenants’ behavior. If previous tenants were rarely home, heated the rooms sparingly, or, conversely, kept the temperature high, the rating may differ from the future costs of the new tenant.
What type of certificate is required
For many existing residential buildings, both the Bedarfsausweis and the Verbrauchsausweis are acceptable. However, there is an important restriction: if a residential building has fewer than five apartments, the building permit application was submitted before November 1, 1977, and the building does not comply with the 1977 Thermal Insulation Ordinance (Wärmeschutzverordnung 1977), the Bedarfsausweis is generally required.

If you’re unsure which document is acceptable, don’t automatically choose the cheapest option. A mistake could render the certificate invalid for sale or rental.
What the Energieausweis contains
The certificate form usually spans several pages. It specifies:
- validity period and registration number;
- address, building type, year of construction, and number of apartments;
- the building’s energy-related floor area;
- the primary energy sources used for heating and hot water;
- type of ventilation and cooling, if applicable;
- the reason for issuing the document: sale, rental, new construction, or renovation;

- Primary energy and final energy;

- CO₂ or greenhouse gas emissions, if specified in the form;

Energy Efficiency Classes
Energy efficiency classes help you quickly compare buildings, but they are no substitute for calculating actual costs. The approximate scale for residential buildings is as follows:

The closer the property is to grades G or H, the more important it is to inspect the heating system, windows, roof, facade, basement, and renovation plans. For the buyer, this can be a bargaining chip in price negotiations, but the decision should be based not only on the energy efficiency class but also on the condition of the building, the Hausgeld, the minutes of the Eigentümerversammlung, and the renovation plans.
How to estimate heating costs
The simplest way to estimate energy costs is to multiply the Endenergiebedarf or Endenergieverbrauch figure by the energy area and the price of the energy source. For apartments, a coefficient based on living space is sometimes used, because a building’s energy area may differ from its Wohnfläche.
This calculation provides only a rough estimate. It does not take into account future rates, weather, the temperature inside the apartment, ventilation habits, vacant rooms, the condition of the heating system, or the behavior of neighbors in an apartment building.
Validity Period
The Energieausweis is valid for 10 years. Once it expires, a new certificate is required for a sale or a new lease. A new certificate may also be needed after a major renovation if the old metrics no longer reflect the building’s condition.
Who Can Issue an Energieausweis
You cannot properly issue the certificate on your own without the appropriate qualifications. For existing buildings, the GEG specifies which specialists are authorized to issue the Energieausweis. In practice, these may include, for example:
- architects;
- civil engineers;
- building physics experts;
- Energy consultant;
- professionals and technicians with appropriate qualifications in the construction or energy sector.
Before placing an order, check the provider’s qualifications, professional liability coverage, the scope of the inspection, and whether the assessment will be conducted on-site or based on documents and photographs. For complex properties, it’s best to choose a specialist who explains the underlying data and the limitations of the calculation.
How much does an energy certificate cost?
The price depends on the type of document, the size of the property, the quality of the source data, and the scope of work. The Verbrauchsausweis is usually cheaper because it is based on consumption data. The Bedarfsausweis is more expensive, as it requires a building calculation and a technical assessment.
There are inexpensive online options on the market, but a price that’s too low may indicate limited data verification. When selling an older home, dealing with a contentious situation, or handling a property that has been modernized, it’s best to allow more time and choose a service provider based on qualifications rather than price alone.
Fines and Risks
The GEG imposes administrative fines for violations of obligations regarding the Energieausweis and mandatory information in the listing. For typical violations related to failure to provide the certificate or incomplete information in the listing, the fine can reach 10,000 euros.
A risk arises if:
- The certificate was not presented during the inspection;
- the document or a copy was not provided after the contract was signed;
- the listing is missing required information;
- the wrong type of certificate or an incorrect energy rating is listed;
- a document is used that is not suitable for the specific building.
Connection to the Heating Act and the CO₂ Tax
The energy class has become more important following the GEG reforms and heating regulations. New heating systems in new buildings in Neubaugebiet must meet the requirement of 65% renewable energy. For existing buildings and new construction outside of new development zones, the deadlines are tied to kommunale Wärmeplanung: for large cities, the deadline is 2026; for smaller municipalities, it is 2028.
This does not mean that all old gas or oil systems are automatically banned. However, when buying a home, you should check the age of the heating system, municipal heating supply plans, any potential replacement obligations, and the cost of modernization.
Starting in 2023, CO₂ costs for heating residential spaces will be split between the tenant and the landlord according to a tiered model. The worse the building’s energy efficiency, the higher the landlord’s share may be. In some cases, it can reach up to 95%, while for a highly efficient building, the tenant bears the majority of the costs.
What to Check Before Buying or Renting
- Is the Energieausweis valid, and is it about to expire?
- What type of document it is: Bedarfsausweis or Verbrauchsausweis.
- What the Endenergiebedarf or Endenergieverbrauch is.
- What the primary energy source is: gas, heating oil, district heating, electricity, heat pump, or biomass.
- The year the building and the heating system were constructed.
- Are there any recommendations for modernization?
- Whether the information in the listing matches the certificate itself.
- Are any major projects planned through the WEG, property management company, or homeowners’ association?
