In Germany, there is no single, universal “unemployment benefit.” If a person has previously worked and paid unemployment insurance contributions, they are usually eligible for Arbeitslosengeld through the Agentur für Arbeit. If their income is insufficient to cover basic living expenses, they can check their eligibility for Bürgergeld through the Jobcenter.

The Main Difference

Arbeitslosengeld is an insurance benefit. It depends on your previous salary, length of insurance coverage, age, and family situation. You receive it not because you have little money, but because you have met the requirements for unemployment insurance.

Bürgergeld is basic social assistance for people of working age who lack sufficient means to make ends meet. In this case, the Jobcenter considers not only unemployment but also income, assets, family composition, and housing costs.

Arbeitslosengeld: When You Become Eligible

Arbeitslosengeld is intended for those who have lost their jobs after a period of employment during which they made mandatory contributions. You usually need to meet several requirements:

  • be unemployed but able to work at least 15 hours per week;
  • Register as unemployed with the Agentur für Arbeit;
  • look for work and cooperate with the Agentur für Arbeit;
  • Meet the Anwartschaftszeit requirement: As a rule, you must have at least 12 months of insurance coverage within the 30 months prior to becoming unemployed.

The amount of Arbeitslosengeld is calculated on an individual basis. In simple terms, it is 60% of your estimated net income, or 67% if you have a child. The duration of benefits depends on your insurance history and age; for people under 50, the maximum is usually 12 months, provided you have at least 24 months of insurance coverage prior to that.

Bürgergeld: Who Is It For?

You may be eligible for Bürgergeld if you live in Germany, are able to work, are in need of assistance, and cannot cover your basic living expenses with your own income or assets. This applies not only to the unemployed: people with low incomes may also receive support if their earnings are insufficient to cover their living expenses.

The payment consists of several parts:

  • Regelbedarf — the standard amount for daily living expenses;
  • angemessene Kosten der Unterkunft und Heizung — reasonable costs for housing and heating;
  • Possible Mehrbedarfe — additional needs in specific situations.

The Jobcenter does not always cover the actual rent in full. Local standards for “reasonable” housing costs, the composition of the Bedarfsgemeinschaft, and the specific Bescheid are important factors.

Standard Bürgergeld Rates in 2026

In 2026, the standard Regelbedarfe for Bürgergeld and Sozialhilfe remained at the 2025 levels. The main amounts are as follows:

Category Monthly Basic Needs Allowance
Single adult or single parent 563 euros
Adult partner in a couple 506 euros
Adult in a residential facility 451 euros
Teenager, ages 14–17 471 euros
Child aged 6–13 390 euros
Child aged 0–5 357 euros

These amounts do not mean that every family receives only the specified amount. The final payment depends on income, family composition, housing, heating costs, child support, Kindergeld, and other circumstances.

People from Ukraine and Residence under § 24

For people arriving from Ukraine, the Jobcenter and the Agentur für Arbeit remain important points of contact for financial support, employment, education, and training. To qualify for Bürgergeld, you generally need a Aufenthaltserlaubnis or a valid Fiktionsbescheinigung, as well as meeting the general eligibility requirements based on need.

If your status is based on § 24 of the AufenthG, do not rely solely on general provisions: the rules depend on your documents, the date of issuance, your registration, and your family’s specific situation. Before applying or renewing, it is best to check the requirements on the Bundesagentur für Arbeit website and at your local Jobcenter.

How to Apply for Bürgergeld

The procedure usually goes like this:

  1. Find the zuständiges Jobcenter in your area.
  2. Prepare documents regarding your identity, residence status, housing, bank account, income, and assets.
  3. Submit an Antrag for Bürgergeld online or through the Jobcenter.
  4. Respond to requests from the Jobcenter and submit any missing documents.
  5. After receiving the Bescheid, check the amounts, the payment period, and the income and housing expenses that were taken into account.

If your Arbeitslosengeld runs out, Bürgergeld is not granted automatically. You must submit a separate application to the Jobcenter, and it’s best to do so in advance.

How the Jobcenter Can Help Beyond Financial Assistance

The Jobcenter does more than just provide financial assistance. Depending on your situation, it may offer:

  • assistance with finding a job;
  • Job placement;
  • Language course or integration course;
  • professional qualifications or continuing education;
  • advice on the recognition of work experience and documents;
  • support for re-entering the labor market after a long break.

Recipients of Bürgergeld are required to cooperate with the Jobcenter: attend appointments, report changes in income, family status, or address, obtain approval for extended absences, and comply with the conditions specified in the Bescheid or Kooperationsplan.

Common Mistakes

  • Confusing Arbeitslosengeld and Bürgergeld. The former is tied to insurance contributions, while the latter is based on need.
  • Waiting for the automatic transition. Once your Arbeitslosengeld ends, you must submit a separate application for Bürgergeld.
  • Do not omit any income. Side jobs, Kindergeld, child support, and other income may affect the calculation.
  • Rent is guaranteed to be fully covered. The Jobcenter verifies that housing and heating costs are reasonable.
  • Don’t ignore the Bescheid. It’s best to clarify any errors regarding family composition, income, or the payment period right away.

FAQ

Can you receive Bürgergeld if you already have a job?

Yes, if your income is too low and your family still cannot cover basic expenses. In this case, the Jobcenter takes your earnings into account and calculates a supplementary payment.

Do you have to apply for Arbeitslosengeld first?

If you have a history of insurance contributions, you should first check your entitlement to Arbeitslosengeld at the Agentur für Arbeit. The Jobcenter also verifies whether you are eligible for any priority benefits.

Does Bürgergeld cover health insurance?

For Bürgergeld recipients who are able to work, the Jobcenter usually pays contributions to statutory health insurance (gesetzliche Krankenversicherung) and long-term care insurance (Pflegeversicherung). For private insurance and special cases, you’ll need to check the rules separately.

Where can you check the current amounts?

The BMAS publishes the Regelbedarf rates, and the Bundesagentur für Arbeit explains the practical requirements for applying. In case of disputed calculations, refer to the official Bescheid and consult with the Jobcenter.
