What’s Included in a Gas Bill

  • Arbeitspreis — the price per kilowatt-hour of gas actually consumed.

In addition to these, the final price includes:

  • the purchase price of gas and the supplier’s margin;
  • Network fees — charges for using the gas network; these depend on the region and the network operator;
  • Energy tax on natural gas as an energy source;
  • Umsatzsteuer / Mehrwertsteuer: the standard VAT rate in Germany is 19%;
  • CO2 cost under the national emissions pricing system;
  • Other permitted charges and adjustments, if applicable to a specific period.

As of January 1, 2026, the Gasspeicherumlage has been abolished. Previously, this surcharge passed on part of the costs of filling gas storage facilities to consumers; now, its funding has been taken over by the federal budget.

How much can you expect to pay for gas?

Regional tables listing the “cheapest rate” quickly become outdated: suppliers change their prices, bonuses, and terms. It’s more reliable to compare current offers for your specific address and then check not only the usage rate (Arbeitspreis) but also the base rate (Grundpreis), minimum contract term (Mindestlaufzeit), price guarantee (Preisgarantie), and cancellation period (Kündigungsfrist).

How to convert cubic meters of gas to kWh

Gas bills are often issued in kWh, while the meter in an apartment or house may display cubic meters. The conversion is necessary because you pay for the energy produced by the gas, not the volume.

Basic formula:

kWh = m³ × calorific value × conversion factor

Where:

  • Brennwert — the calorific value of gas, i.e., how much energy is contained in one cubic meter;
  • Zustandszahl or z-Zahl — a coefficient that converts the actual volume of gas to standard temperature and pressure conditions;
  • Both figures are usually listed in the annual statement or on the network operator’s website.

If you need to estimate consumption roughly before receiving a bill, a common household rule of thumb is used: 1 m³ of natural gas yields about 10 kWh. To calculate payments, it’s best to use the actual calorific value and condition factor from the bill.

How to Estimate Your Annual Consumption

Gas consumption is influenced most strongly not by the number of residents, but by heating, the size of the home, and its condition. The number of people becomes more important if gas is also used to heat water.

What to check:

  • living area and ceiling height;
  • year of construction and quality of insulation;
  • window type and the presence of heat loss;
  • Is gas used only for heating, or also for hot water?
  • boiler type and efficiency;
  • the desired room temperature;
  • ventilation habits;
  • the duration of the heating season in the region.

For a rough estimate, people sometimes assume about 100–150 kWh per square meter per year for heating. But this is a very broad range: a well-insulated apartment may consume significantly less, while an old, unmodernized house may consume more.

The monthly Abschlag is an advance payment. After the annual meter reading, the supplier recalculates the bill: if consumption was higher, a Nachzahlung is due; if lower, a Guthaben is issued or the future Abschlag is reduced.

Taxes, CO2, and Changes in 2026

Several regulated components are important for residential natural gas.

VAT

The temporary reduction in VAT on natural gas and district heating ended in 2024. In 2026, the standard 19% sales tax rate applies unless there is a specific exemption for a particular transaction.

CO2 Price

Germany applies CO2 pricing to fossil fuels. In 2026, the national system is projected to have a price range of 55–65 € per metric ton of CO2. H-Gas, L-Gas, Biogas, and Climate Tariffs

German networks use natural gas (Erdgas). Two grades may appear on bills and in technical documents:

  • H-Gas — gas with a higher calorific value;
  • L-Gas — gas with a lower calorific value, historically common in certain regions.

The transition of regions from L-Gas to H-Gas is being carried out in an organized manner through network operators. For the average consumer, this should not appear to be a self-initiated rate change: if equipment needs to be adapted, the process is coordinated by the responsible organizations.

Biogas means that part of the gas is derived from biomass or that the supplier accounts for a biogas component under the terms of the rate plan. Klimatarif usually refers to CO2 offsetting through climate projects, rather than all the gas physically becoming “green.” Therefore, it is important to read the rate details, certificates of origin, and the terms of the offsetting program.

How to Choose a Gas Provider

Switching suppliers usually does not result in an interruption of gas service: physically, the gas flows through the same network, and only the billing supplier changes. If the switch is not yet complete, the household should not be left without gas—in the worst-case scenario, the basic service (Grundversorgung) takes effect.

Before choosing a rate plan, make sure to:

  • latest annual consumption in kWh;
  • Meter number;
  • address and ZIP code;
  • the name of the current supplier and customer number;
  • the expiration date of the current contract and the notice period;
  • Current energy rate and base rate.

When comparing offers, don’t just look at the total price for the first year. Be sure to check:

  • Minimum contract term;
  • Notice period;
  • Price guarantee and exactly what it covers;
  • Terms and conditions for the Sofortbonus and Neukundenbonus;
  • Exceptions in fine print;
  • reviews regarding billing and customer support;
  • What will happen to the price after the bonus period ends?

Bonuses: Where the Risk Lies

An immediate bonus is usually promised shortly after the contract begins, while a new customer bonus is often tied to the end of the first year of service. The problem is that a rate may appear cheap only because of the bonus, but become significantly more expensive in the second year.

Before signing up, save a screenshot of the rate terms and verify that they match the order confirmation. If the price increases, the consumer may have a special right to terminate the contract, but it is best to send such a termination notice yourself and request a confirmation of receipt.

Gas in Rental Housing

In rental properties, it all depends on the heating system.

If an apartment has individual gas heating and the tenant signs the contract with the supplier directly, they can usually choose their own supplier. If the building is heated by a central system, the contract is often signed by the landlord, the property management company, or the homeowners’ association (WEG), and the costs are included in the utility bills.

In such cases, a tenant cannot always switch providers on their own, but they can review the heating bill and request receipts. According to § 556 of the German Civil Code (BGB), the principle of economic rationality applies to operating costs: expenses must be economically justified. This does not mean an automatic right to demand the cheapest rate, but it does provide grounds to ask questions if the cost is clearly above market rates and unexplained.
